104P - Authority of Members

Board members shall have authority only when acting as a board regularly in session or when specifically empowered by board action to act as a committee or as representative of the board.
The board shall not be bound in any way by any statement or action by any individual board member except when such statement or action is in pursuance of specific instructions or rules of the board.
